UAE Media Regulation Code of Ethics 

In the United Arab Emirates (UAE), the commitment to responsible digital publishing is demonstrated through a comprehensive framework of laws and regulations that govern media activities. Central to this framework is the Federal Decree-Law No. 55 of 2023 on Media Regulation, which organizes media activities across various formats, including digital and electronic media.  

This decree-law mandates that all media individuals and institutions operating in the UAE adhere to national standards for media content, which include:  

Respecting religious beliefs: Upholding the sanctity of Islamic beliefs and all other religions.  

Honoring national sovereignty: Respecting the country’s sovereignty, symbols, institutions, and the supreme interests of the UAE and its society.  

Maintaining public order: Avoiding content that may harm national unity, social cohesion, or incite violence or hatred.  

Protecting privacy: Respecting individuals’ privacy and refraining from disseminating false or misleading information.  

Additionally, the UAE’s Internet Access Management (IAM) policy, implemented by the Telecommunications and Digital Government Regulatory Authority (TDRA), ensures that internet service providers block online content that contradicts the religious and ethical values of the UAE.   

These regulations collectively establish a code of ethics for digital publishing in the UAE, promoting responsible media practices that align with the nation’s cultural and legal standards. 

The object of the UAE Media Regulation Code of Ethics, as outlined in the Federal Decree-Law No. 55 of 2023 on Media Regulation, is to:  

Promote Responsible Media Practices: Ensure that media outlets and individuals operate in a manner that upholds ethical standards, fostering a responsible and trustworthy media environment.  

Protect National Interests: Safeguard the UAE’s sovereignty, national unity, and social cohesion by preventing the dissemination of content that could harm these values.  

Respect Cultural and Religious Values: Uphold the sanctity of Islamic beliefs and respect for all religions, ensuring media content aligns with the cultural and religious sensitivities of the UAE.  

Preserve Public Order and Morality: Maintain public order by preventing content that could incite violence, hatred, or moral corruption.  

Ensure Accuracy and Prevent Misinformation: Combat the spread of false or misleading information, promoting the dissemination of accurate and verified news and content.  

Protect Individual Privacy: Respect the privacy of individuals by ensuring that personal information is not misused or disclosed without consent.  

Foster a Secure Digital Environment: Create a safe and secure online space by regulating digital content and ensuring that it complies with the UAE’s ethical and legal standards.  

These objectives aim to establish a media landscape that is ethical, responsible, and aligned with the values and laws of the UAE, ensuring that media practices contribute positively to society.  

The basic precepts of the UAE Media Regulation Code of Ethics (as outlined in Federal Decree-Law No. 55 of 2023 on Media Regulation) emphasize core principles designed to ensure responsible, ethical media practices in the UAE. These precepts guide both traditional and digital media, ensuring content aligns with the cultural, social, and legal expectations of the country. Below are the fundamental precepts of the code:  

Accuracy and Truthfulness  

Media content must be truthful, accurate, and verified. Journalists and media outlets are expected to report news based on facts, avoiding the spread of misinformation or misleading narratives.  

Respect for Public Order and National Interests

Journalists and media outlets should maintain editorial independence, avoiding conflicts of interest. Content should not be influenced by external pressures, including political or commercial interests.

Media should promote content that serves the public good, educates, and informs the public, while fostering positive values that contribute to the development and progress of society.

Saudi Arabia Media Regulation Code of Ethics 

In Saudi Arabia, media operations are governed by a combination of formal regulations and ethical guidelines established by individual media organizations. The “Law of Printing and Publication,” enacted in 2003, serves as a foundational legal framework, encompassing various forms of media including books, drawings, photographs, films, and broadcasts. This law mandates that all media content must align with Islamic Sharia law, uphold public security, and avoid inciting discord among citizens. Additionally, the 2007 “Anti-Cyber Crimes Law” prohibits online content that negatively impacts public order, religious values, public morals, or privacy.   

The regulation of digital publishing in Saudi Arabia is governed by a combination of ethical guidelines and formal regulations to ensure responsible media practices.  

Ethical Guidelines:  

The Saudi Press Agency  (SPA) outlines a comprehensive Code of Ethics that applies to both traditional and digital media platforms. Key principles include:  

Journalistic Integrity: Adhering to values such as courage, fairness, honesty, balance, diversity, credibility, and independence. 

Commitment to Truth: Reporting the truth as perceived, through news bulletins and other programs.  

Audience Respect: Treating the audience with respect, addressing each story with the attention it deserves, presenting facts accurately without bias, and reporting with empathy, especially concerning victims of war, crime, disaster, and persecution.  

These guidelines are designed to ensure that digital publishers maintain high ethical standards in their content creation and dissemination.  

Regulatory Framework:  

The General Authority for Media Regulation (GAMR) oversees media content in Saudi Arabia, including digital publishing. In line with Vision 2030, the Council of Ministers approved the reorganization of the General Commission for Audiovisual Media into the General Authority of Media Regulation, expanding its mandate to include the regulation of publication media.   

Additionally, the Communications, Space & Technology Commission (CST) has published the “Regulations for Providing Digital Content Platform Services” document. This regulation sets a clear framework for both domestic and international media platforms offering services in Saudi Arabia, focusing on sectors such as video, audio, gaming, and advertising. It outlines applicable regulations across each of these media sectors to ensure compliance and responsible content dissemination.

Jordan Media Regulation Code of Ethics 

In Jordan, media ethics are guided by various codes established by different organizations to ensure responsible and professional journalism. The Jordan Media Institute (JMI), for instance, has developed a comprehensive Code of Ethics inspired by the Universal Declaration of Human Rights, particularly Article 19, which emphasizes the right to freedom of opinion and expression. JMI’s code underscores principles such as truth and accuracy, democracy and responsibility, and professional integrity and independence, aiming to provide fair and comprehensive accounts of events and issues.  

Additionally, JMI has released specific codes of conduct to address particular aspects of media coverage. In 2016, they launched a code for the coverage of parliamentary elections, outlining ten fundamental principles agreed upon by media professionals to ensure high-quality, accurate, and fair reporting during the electoral process.  

More recently, in 2021, JMI introduced a code aimed at combating hate speech in media, encouraging journalists and media outlets to adhere to professional standards that prevent the spread of content inciting violence, discrimination, or hatred.   

The Jordan Media Commission (MC), established in 2014 through the merger of the Department of Press & Publications and the Audiovisual Media Commission, serves as a statutory body overseeing the licensing and regulation of the media sector in Jordan. Operating under the Press and Publications Law and the Audiovisual Law, the MC is responsible for implementing public media policies, regulating media outlets across various formats, and establishing professional and legal criteria for granting licenses, all while maintaining national values and ethics.   

These codes and regulatory frameworks collectively aim to uphold ethical standards in Jordanian media, promoting responsible journalism that respects human rights and fosters a well-informed society.
